The Rise and Fall of the “Enabling State”
For much of the last hundred years, the dominant parts of anti-systemic movements focused on winning state power, seeing an “enabling state” as the essential means for social transformation. The idea that radical social transformation meant wielding state power was shared by ever-increasing sectors of the anti-capitalist left, of workers’ movements, and of national liberation forces.

On July 23, 1980, Mollie Steimer died of heart failure in the Mexican town of Cuernavaca, ending a life of uninterrupted activity in behalf of the anarchist cause. At the time of her death, Steimer was one of the last of the prominent figures closely associated with Emma Goldman and Alexander Berkman. She was also one of the last of the old time anarchists with an international reputation, the survivor of a remarkable company of Russian political exiles in Mexico that included such diverse figures as Jacob Abrams, Victor Serge, and Leon Trotsky.

The two primary purposes for which the State exists are these: (1) the maintenance of legal property, from which arises an monopolies of land and means of labor; (2) the manufacture of the so-called legal currency, or medium of exchange; and practically speaking Anarchists attack these two monster evils.
The State has arisen out of and still embodies the principle of Mutual Distrust, and it can only be abolished by replacing this principle by that of Mutual Confidence. Doubtless there is a tendency towards a growth of this latter principle, and hence the hope of the Anarchist.
