ANARCHISM (from the Gr. ἄν, and αρχος, contrary to authority), the name given to a principle or theory of life and conduct under which society is conceived without government - harmony in such a society being obtained, not by submission to law, or by obedience to any authority, but by free agreements concluded between the various groups, territorial and professional, freely constituted for the sake of production and consumption, as also for the satisfaction of the infinite variety of needs and aspirations of a civilized being. Anarchism, like Socialism in general, and like every other social movement, has not, of course, developed out of science or out of some philosophical school. The social sciences are still very far removed from the time when they shall be as exact as are physics and chemistry. Even in meteorology we cannot yet predict the weather a month, or even one week, in advance. It would be unreasonable, therefore, to expect of the young social sciences, which are concerned with phenomena much more complex than winds and rain, that they should foretell social events with any approach to certainty. The Revolution of February raised two leading questions: one economic, the question of labor and property; the other political, the question of government or the State. On the first of these questions the socialistic democracy is substantially in accord. They admit that it is not a question of the seizure and division of property, or even of its repurchase. Neither is it a question of dishonorably levying additional taxes on the wealthy and property-holding classes, which, while violating the principle of property recognized in the constitution, would serve only to overturn the general economy and aggravate the situation of the proletariat.
