The ex-chattel slave was enfranchised,--made a political sovereign. He was now a "freeman" without an inch of soil, a cent of money, a stitch of clothes or a morsel of food. He was free to compete with his fellow wage-worker for an opportunity to serve capital. The conditions of his freedom consisted in the right to work on the terms dictated by his employer, or--starve. There no longer existed any sectional conflicts or other conflicts of a disturbing political nature. All men were now "free and equal before the law." [Liberty, November 5, 1887.] A question has arisen in England whether the public have a right of access to the top of Latrigg in Keswick Vale, the public claiming such right and certain landowners denying it. It is probable that the claim of the public is good, but, as I am not informed regarding the basis of the landholders’ title in this particular case, it is not my purpose to discuss the matter. The London Jus, however, has discussed the matter, and I refer to it only to expose an inconsistency into which that journal has fallen. Whilst speaking of the abolition of the rule of capital, they wish, nevertheless, to maintain two institutions which form the very basis of that rule, namely, representative government and the wage system.
